Citizen allowance

New citizens start with 10,000 credits and 100 diamonds. Each daily login awards 2,000 credits and 20 diamonds, once per London calendar day. The daily allowance also applies on your first login. Sparks start at zero and are awarded only for special circumstances.

Tax credits convert into public treasury diamonds at 20 credits per diamond. Any remainder is carried forward. The Secretary of the Treasury authorises separate Community and Building competition budgets; each minister distributes prizes from that pot. Business tax and public business unit rent are future features.
